Improve /op:delegate so an operator can explicitly choose a target repository/workspace, avoid copying the active parent task into unrelated cross-project work, distinguish questions from task-id input, and know whether fallback exported a brief or actually launched an agent.
Draft a bounded generic cross-project delegation amendment after the paper-lifecycle contract is ruled.
Include claim-to-task resolution and numeric-ID normalization in the generic UX amendment alongside dispatch-state clarity.
Add this requirement to the Operator extension future-features/design backlog, with an end-to-end test covering launcher, identity, provider config, evidence attachment, and clear failure recovery.
Do not recreate the FUT slices from this task. Remaining work is owner publishing/commit and any new UX issues (POE-ISS-011..013), not another backlog stub.
